This is an extended unit of work for the mid-primary years about who should rule. It comes from the 'Discovering democracy' series of units. The unit includes studies of the pharaohs' absolute rule in ancient Egypt and of democracy in ancient Athens, as well as an examination of who rules in Australia and how a nation should be ruled. The unit contains five focus questions that are explored through sequences of learning with student activities and assessment tasks. Teacher notes, assessment criteria and student handouts are included in the resource.

Educational value
  • This is a useful resource for civics and citizenship. By the end of the primary years, students should have had a range of opportunities to explore the concept of power and to understand that Australia is a representative democracy. This unit provides opportunities for students to understand and experience absolute power, direct democracy and representative democracy.
  • With some adjustment for an older age group, the unit could also be useful for history teaching and learning in year 7. The unit's second and third focus questions are relevant for the Egypt and Greece elective depth studies, particularly for the content descriptions about the roles of significant individuals and groups.
