Teacher guide A statewide case-management approach to improving literacy and numeracy skills

TLF ID S7022

This teacher resource describes how the Western Australian Department of Education used the case-management strategy in its National Partnership for Literacy and Numeracy project (NPLN) schools. The strategy addressed students' learning needs via differentiated curriculum and raised expectations of student performance. The resource is presented in eight sections: Summary; Target student group; Method; Results; Lessons learned; Next steps; Further reading and links; and Contacts. It also includes a case study of the case-management approach in a Perth primary school.

Educational value
  • This is a useful resource for schools concerned about students who are not attaining the English and mathematics achievement standards and interested in implementing the case-management approach. As described in the resource, an important part of the strategy used by Western Australian NPLN schools was the adoption of a whole-school collaborative approach to ensuring that the literacy and numeracy learning needs of all students were identified, monitored and met. The strategy laid the foundation for successful curriculum differentiation and improved student achievement.
  • The resource is particularly useful in identifying the conditions under which the case-management approach can be sustained without additional funding. These include a pedagogy of differentiation and entitlement in the school's approach to teaching and learning; teachers working collaboratively in teams with coaches or mentors; evidence-based planning at the whole-school level; and a willingness by school leaders to formalise structures for collaborative planning and discussion through, for example, restructuring timetables for duties other than teaching.
