This teacher resource describes the Catholic Education Office of Western Australia's (CEOWA's) successful Early Literacy Intervention strategy, which provides intensive daily individual reading and writing intervention for the lowest-achieving students in year 1. Organised in nine sections: Summary; Target student group; Method; Results; Next steps; Lessons learned; Research base; Further reading and links; and Contacts, the resource identifies the need for intervention teachers to build on each child's strengths, teach reading and writing together as reciprocal and interrelated processes, monitor learning through detailed daily observations, and continually plan for progress and success.

Educational value
  • This is a valuable resource for primary schools concerned about improving low-achieving students' attainment of the English achievement standard in year 1 and their NAPLAN literacy results in years 3 and 5. The goal of the intensive Reading Recovery intervention used by CEOWA is to accelerate these students' learning so that they can access literacy teaching in their regular classroom. The resource contains short-term data showing the substantial literacy gains made during the intervention and longer term data revealing that students maintained the gains in the year afterwards and up to three years later.
  • The resource may also be of use for education systems considering the implementation of Reading Recovery in their jurisdictions. The intervention requires a substantial commitment from systems and schools and the Next steps section of the resource reveals firstly the need to identify those students who are falling behind their peers as soon as possible and secondly that the program is most successful when students receive a one-to-one session from an intervention teacher every day.
