This teacher resource describes the Language, Learning and Literacy (L3) program implemented in New South Wales public schools to address early disparities in children's language, reading and writing.   • This is a valuable resource for primary schools seeking an effective way of addressing the literacy learning of children in the early years who are falling behind in reading and writing and at the same time reducing the number of their year 1 students who need resource-intensive intervention and withdrawal programs. The L3 program involves 12 half-day professional learning sessions with a qualified trainer. Participants learn techniques for planning and delivering explicit literacy instruction to small groups and to the whole class. There are also four half-day collegial visits involving classroom observation and discussion; and year-long implementation supported by the trainer and peers.
  • The advice contained in the resource is particularly useful in ensuring targeted programs of this type work as well as possible. It points out the need for research- and data-based instruction and the important role of the expert trainer. It identifies a whole-school approach that includes parental and community support as being crucial for success. Where the approach included active and direct support from the school leadership team, the program worked better and students experienced greater gains.
