In 2004, it was established that most homes in the remote communities east of Katherine in the Northern Territory were virtually bookless. The Literacy Backpack Program was designed to foster a community approach to reading through supplying books and magazines to schools and homes. A levelled reading program was fundamental to the success of this initiative, as was the relevance of texts so that students could use their knowledge to 'bridge' from the known to the unknown.
